SUBJECT: ADOPT 2010-2014 IMPLEMENTATION PLAN FOR THE CEDAR GLEN DISASTER RECOVERY REDEVELOPMENT PROJECT AREA RECOMMENDATION(S)
1. Conduct a public hearing to consider the adoption of the proposed 2010-2014 Implementation Plan for the Cedar Glen Disaster Recovery Redevelopment Project Area. 2. Adopt the proposed 2010-2014 Implementation Plan for the Cedar Glen Disaster Recovery Redevelopment Project Area.
BACKGROUND INFORMATION The County of San Bernardino Redevelopment Agency (“CoRDA”) is required to conduct a public hearing regarding the proposed adoption of the 2010-2014 Implementation Plan (“Implementation Plan”) for the Cedar Glen Disaster Recovery Redevelopment Project Area (“Project Area”). The Project Area was established by the County of San Bernardino Board of Supervisors (“Board”) and CoRDA Board of Directors on November 23, 2004 (Ordinance No. 3940) for the purpose of assisting in the recovery of the Cedar Glen area destroyed in the 2003 Old Fire. At that time the Project Area’s first Implementation Plan was adopted.
As required by the California Community Redevelopment Law (“CRL”), redevelopment agencies must prepare and adopt an Implementation Plan every five years. The Implementation Plan contains the Agency’s goals and objectives for the Project Area, the proposed projects and expenditures for the five-year period, and an explanation of how these goals, objectives, projects, and expenditures will eliminate blight within the Project Area and implement the requirements of the CRL. The Implementation Plan also assesses the effectiveness of the programs and projects in meeting the goals of objectives of the previous Implementation Plan.
Plan Goals, Activities and Programs During the proposed Implementation Plan period, CoRDA plans to continue its efforts to implement various redevelopment projects and programs to assist in the repair of the damages caused by the Old Fire and eliminate and prevent the expansion of blight in the Project Area.
